FLSA Status: Non-exempt

The Industrial Pretreatment Program Technician performs technical and field-based duties to support the City’s compliance with federal, state, and local regulations governing industrial wastewater discharges. This position plays a key role in protecting the City’s sanitary sewer system and wastewater treatment facilities by monitoring and enforcing industrial user compliance, conducting sampling, inspections, and maintaining accurate records.

*This position performs duties deemed to be “safety-sensitive" and is therefore subjected to random drug testing under the City’s policies*


Essential Job Functions

  • Conduct routine inspections of industrial and commercial users to ensure compliance with City, state, and EPA pretreatment regulations.
  • Collect and analyze wastewater samples, including grab and composite samples, in accordance with approved procedures.
  • Maintain, calibrate, and troubleshoot sampling and testing equipment.
  • Review discharge monitoring reports, manifests, and laboratory data for accuracy and regulatory compliance.
  • Assist with enforcement actions, including preparation of notices of violation, compliance schedules, and documentation for legal proceedings.
  • Maintain detailed records and databases related to industrial users, inspections, sample results, and enforcement activities.
  • Coordinate with laboratory personnel and contractors for sampling and analysis needs.
  • Educate industrial users on pretreatment requirements and best management practices.
  • Assist with public education and outreach activities related to wastewater pollution prevention.
  • Support audits and regulatory inspections by providing documentation and operational information.
  • Perform other duties as required.

Minimum Education and Experience

Requires a High School Diploma or GED with at least two years of experience in wastewater, environmental compliance, or laboratory testing. Preference will be given to those who possess an Associate degree in environmental science, chemistry, biology, water/wastewater technology, or a related field. Requires possession of a valid Class D Oklahoma Driver’s License. Must obtain and maintain a Class C Water and Wastewater license from the Oklahoma DEQ within 12 months of hire. Must obtain and maintain an Industrial Pretreatment certification (CWEA, OWEA, or similar) within 12 months of hire.

Physical Requirements

Tasks involve the ability to exert moderate physical effort in medium work, typically involving some combination of balancing, climbing, feeling, handling, hearing, kneeling, mental acuity, reaching, repetitive motion, speaking, standing, talking, visual acuity, walking and which involves some lifting and on uneven terraine, carrying, pushing and/or pulling of objects and materials of moderate weight (up to 50 pounds). Tasks may involve extended periods of time at a keyboard or workstation. Work involves both office and field environments, exposure to noise, fumes, hazardous chemicals, confined spaces and wastewater.
