Job Summary: The Community Development Director plans, directs and supervises the activities of the Engineering, Planning, Building, and Economic Development functions of the City.

Essential Job Functions
An employee in this position may be called upon to do any or all of the following essential duties:- Plan, organize and direct the daily activities of the department.
- Consult with developers, contractors, and the public on construction and land use issues, provide information on planning and zoning requirements.
- Provide staff assistance and prepare reports to the Planning Commission, the City council, and the City manager and related boards and commissions.
- Respond to and resolve difficult and sensitive citizen inquiries and complaints.
- Assist in preparing and monitoring annual department budget.
- Interpret and enforce state and city subdivision, zoning, building and health related laws, regulations and ordinances and draft amendments thereto as necessary.
- Supervise, assist in, or undertake preparation of plans and specifications for special construction alteration contracts or maintenance projects.
- Select, train, motivate, and evaluate Community Development Department personnel. Provide or coordinate staff training’ work with employees.
- Work closely with the Public Works Department on construction, maintenance and operational issues for public infrastructure.
- Coordinate the creation of GIS map layers as needed.
- Enforce federal, state and city floodplain rules and regulations.
- Review development plan sets for compliance with pertinent laws, regulations, and generally accepted standards.
- Inspect privately developed public infrastructure for acceptance by the city.
- Ensure compliance with storm water management laws and regulations.
- Represent the Community Development Department to other City departments, elected officials, and outside activities.
- Serve as a member of various community groups and boards.
- Perform related tasks as required.
An employee in this position must have the following knowledge, skills, and abilities upon application:
Knowledge- Operations, services and activities of a comprehensive planning program.
- Familiarity with modern urban planning concepts, techniques and standard practices.
- Understanding of federal, state and local laws and regulations related to areas of responsibility.
- Basic knowledge of public infrastructure design, construction, maintenance and operation.
- Understanding of residential and commercial subdivision development practices and processes.
- Handle stress effectively without interfering with performance.
- Organize, set priorities and exercise sound independent judgement within areas of responsibility.
- Operate a computer, using word processing, spreadsheet, database, GIS and other related software.
- Communicate clearly and effectively, both orally and in writing.
- Identify and respond to community, Planning Commission, and City Council issues, concerns and needs.
- Develop and administer departmental goals, objectives, and procedures.
- Analyze zoning requirements and policies and make recommendations for needed revisions.
- Establish and maintain effective professional working relationships with the city manager, department heads, city employees, elected and appointed officials, members of the business and development communities, and the general public.
- Initiate and develop studies and investigations and prepare concise and clear reports.
- Initiative and resourcefulness in the solution of issues arising from areas of responsibility.
Typical Qualifications
Minimum Education Requirements: Bachelor’s degree in Civil Engineering, Urban Planning, Regional Planning, Public Administration or related fields. Significant practical experience may be considered.
Experience Required:5 years of increasingly responsible experience in public planning, zoning, permitting, redevelopment and economic development analysis, administration, enforcement, and consultation.
