Directs and coordinates administration of city government [departments] in accordance with policies determined by the mayor and City Council for the following departments: Municipal Court, Pool, Parks & Recreation, General Government, Community Building/City Facilities, Police Department, Development Services, Fire Department, Emergency Medical Services (EMS-Ambulance), Animal Control, Street Department, Library and Cemetery.
The Director of Utilities/Public Works for the Wagoner Public Works Authority is responsible for the efficient administration, and operation of the Wagoner Public Works Authority on a day-to-day basis, providing utilities to the citizens of Wagoner at a reasonable cost as well as rural water districts. (Utilities are considered: Water Plant, Water Distribution, Sewer Plant, Sewer Distribution, Electric Distribution, Line Clearing Department, Maintenance Shop for WPWA/City, Inventory Control for WPWA/City, Electric Utility Office, and the day-to-day operation of City Hall.) This position also includes responsibility for planning, designing and coordinating all major utility projects. The position operates through authority vested by the Wagoner Public Works Authority Board of Directors.
ESSENTIAL DUTIES AND RESPONSIBILITIES

Administers three individual major utilities: water, sewer, and electric. Administers combined departmental budgets of approximately $12.5 million with assistance of the Chairman. Establishes and monitors necessary financial control systems and departmental reporting procedures and systems. Reviews and assists departmental budget requests, develops and recommends final proposed Public Works Authority budget to Board of Directors.

Supervises the Wagoner Public Works Authority employing approximately 30-40 persons and the City of Wagoner employing approximately 80-100 persons. Conducts regular department head meetings. Responsible for supervisor development training. Responsible for continuous employee evaluation and training. Responsible for recommending employee promotions and for all disciplinary actions in City and Public Works departments.

Appoints department heads with the support of the Mayor as provided by State laws and/or local ordinances.

Supervises activities of departments performing functions such as all emergency management services, construction of civic works, and purchase of supplies and equipment.

Assist the Mayor in Preparing annual budget and submits estimates to authorized elected officials for approval.

Plans for future development of urban areas to provide for population growth and expansion of public services.

Coordinate work activities of civic works with other units [sic: Public Works] to prevent delays in actions required or to improve services to the public.

Plans and conducts, or arranges for (in coordination with Human Resource Director) indoctrination and training of personnel.

Approves leave requests of supervisors, evaluates personnel performance, and initiates disciplinary actions.

Reviews reports, papers and other records prepared by personnel for clarity, completeness, accuracy, and conformance with agency policies.
