The Purchasing Deputy facilitates the lawful and efficient purchasing processes and procedures for Wagoner County.  This person is responsible for managing and processing accounts payable transactions, ensuring accuracy and compliance with county policy and Oklahoma State Statute.   This role required strong analytical skills and proficiency in accounting software as well as a solid understanding of Oklahoma State Purchasing laws. This role works closely with other departments and elected officials as well as the public through the fulfillment of information requests.

The Purchasing Deputy has partial responsibility for these areas:

  • Provides exceptional customer service to the public by assistance with inquiries and requests for information in person, and via telephone, mail and e-mail.
  • Process and review for accuracy, all requisitions for purchase orders, for all county departments and accounts, including cash voucher claims, CIR and CUF funds, encumbering funds from specified accounts in accordance with Oklahoma State Purchasing Statutes ensuring that any purchase which must be put to bid is referred to the purchasing agent for processing as a sealed bid.
  • Review for completeness and accuracy all requisitions for purchase orders.
  • Process requisition for purchase orders for contract payments such as lease purchase payments, and for utility payments each month.
  • Review for accuracy and completeness and process invoices for payment once received with proper documentation (receiver form).
  • Facilitate printing and distribution of appropriate warrants for payment to vendors.
  • Ensure warrant stubs are attached to appropriate purchase orders, date is documented and purchase order is filed properly.  May delegate to the file clerk.
  • May provide notary services for travel claims and for other departments as requested.
  • Maintain efficient filing system in a complete, accurate and timely manner.
  • Provide appropriation ledgers to all departments on a monthly basis.

Skills/Qualifications:

  • Proven experience in accounts payable or similar financial role.
  • Familiarity with KELLPRO accounting software a plus.
  • Strong computer skills required including ability to use a 10-key by touch.
  • Strong organizational and time management skills with attention to detail and accuracy in work output.
  • Excellent Verbal and Written Communication skills to interact effectively with vendors and internal departments.
  • Must Demonstrate Professionalism, and Teamwork.
